Why 2.4m TEU Is Now Waiting Off China's Coast

Typhoon Dolphin made landfall around Ningbo this week as the strongest storm to strike China so far this year, and the immediate consequence is visible from space: roughly 2.4m TEU of container-ship capacity now waiting around Chinese ports.

Dolphin is not a standalone event. It is the third and strongest of three named typhoons — Bavi, then Noul, then Dolphin — to hit China in five weeks, each forcing ships into refuge and each leaving a little less slack in the system for the next one.

The result is congestion that is genuinely severe but, importantly, weather-shaped rather than demand-shaped. Reading that distinction correctly matters, because the two call for very different responses from a shipper.

How Three Typhoons in Five Weeks Broke the Delta's Rhythm

The storm calendar behind the queue

The queue is the arithmetic of three storms landing on the same coast in quick succession. Torrential rain accompanying Dolphin also caused extensive flooding across a broad swathe of the country, disrupting the coastal and inland links that would normally clear a backlog.

The cluster in question — Shanghai, Ningbo and the Zhoushan archipelago — is the busiest container complex on earth, so a five-week run of refuge-and-return does not dissipate quietly. Berth windows are missed, and the vessels that do arrive late arrive out of sequence.

The cascade from a lost berth window is what makes weather congestion sticky. A vessel that misses its slot does not simply take the next one; it arrives into a yard already dense with boxes that could not rail or truck out through the flooding, waits for a berth, and pushes the ship behind it further back. Proforma schedules built on tight, repeating port calls have little tolerance for this, and the bunching works its way down the string long after the wind drops.

This is congestion the weather built — but a twenty-year-old hull at Zhoushan shows who is carrying the deeper risk.

The casualty that shows the deeper risk

The map shows why the second-order risk sits at Zhoushan: the three storm tracks converge on the same cluster, and it is there that the clearest casualty of the sequence is unfolding.

The MSC Silvana VIII, an 8,401-TEU ship built in 2006, had been in the Guojiayou Island shipyard area near Zhoushan since 22 June. She grounded during Typhoon Bavi, with the engine room and several cargo holds reported flooded; salvors have discharged around 3,000 tonnes of bunker fuel to lighten the hull, with Dolphin's arrival on 10 August complicating the work.

The vessel's age is the analytical point. A twenty-year-old hull under repair, caught by the first of three storms and still exposed to the third, is a reminder that congestion statistics understate the risk to older tonnage sitting in the wrong place at the wrong time. Maintenance history and class status become live questions in a season like this.

For cargo interests the salvage timeline is the live exposure. A hull down by the stern with flooded holds is a general-average and cargo-recovery question, not merely a schedule one, and the arrival of the second and third storms extended that exposure window rather than closing it. Boxes on a casualty under salvage are a different order of problem from boxes merely stuck in a queue.

The Case That This Is Weather, Not a Structural Problem

The case for calm is that this is weather, and weather clears. Independent port-performance data, as reported, showed vessel queues at Shanghai and Ningbo actually falling sharply in the weeks before this latest disruption — evidence that the underlying system was coping until the typhoons hit, not structurally jammed.

That is fair, and it argues against extrapolating a 2.4m-TEU queue into a permanent capacity crisis. But five weeks of three storms is not one bad day, and the knock-on — equipment out of position, schedule integrity lost across Asia — outlives the last rainband. The queue will clear; the reliability damage takes longer.

The knock-on also reaches well beyond China. Empty containers that should be repositioning for the next headhaul are instead trapped behind the queue, and a ship held off Ningbo is a ship that misses its transpacific departure slot — so a storm in the East China Sea can surface a fortnight later as a blank sailing or a skipped call on the far side of the Pacific. That is the mechanism by which a regional weather event becomes a global schedule problem.

What Shippers Should Plan For Through the Typhoon Season

For shippers moving through North Asia this quarter, the plan is buffer, not panic. Build extra transit days into bookings routed through the Shanghai–Ningbo cluster while the season runs, and confirm equipment availability rather than assuming it — boxes stranded behind a storm are boxes not repositioned for your next load.

For anyone with cargo on older tonnage, the Silvana VIII is the cautionary note: ask where the ship is and how old it is, not just when it is due. The congestion is weather-driven and will ease — but the season is not over, and the next storm lands on a system with less slack than the last one found.
